What is RSC?

The Ohio Rehabilitation Services Commission (RSC) is the state agency that assists individuals with disabilities to achieve full community participation through employment and independence. RSC is divided into three bureaus, two of which offer direct services:

·        the Bureau of Services for the Visually Impaired (BSVI) provides services to people who are blind and visually impaired, and

·        the Bureau of Vocational Rehabilitation (BVR) serves people with any other disability.

RSC’s Bureau of Disability Determination (BDD) is responsible for determining medical eligibility for Ohio's Social Security Disability Insurance and Supplemental Security Income claims filed with the federal Social Security Administration.

There are approximately 60 BSVI and BVR field offices located throughout the state, with a central office in Columbus that also houses BDD. Seven commissioners serve as the agency’s governing body. An executive director, appointed by the commissioners implements policies, long-range plans and future programs.

Architectural Barriers

B-33    Accessibility Bits has specific requirements pertaining to accessibility in accordance with the Americans with Disabilities Act Accessibility Guidelines; contains reprints of columns by Marilyn Sydow, RSC facilities planner, that appeared in RSC’s official magazine NewsNet from 11/92 to 10/94, pp. 12, 2001.

Employment

E-3      Guide to Information Interviewing is a handbook for counselors to use with consumers as they prepare for vocational goal development that may or may not include training. Includes how to identify possible employers to contact, how to set up the face-to-face interview, a list of possible questions consumers can ask during interviews, excellent tips on how consumers should conduct themselves, and methods and strategies to use throughout the whole process, pp. 8, 1997.

E-4      Windmills provides employers with information on the action-oriented, disability awareness program called Windmills, 3-fold pamphlet, 2003.

E-11    RSC Fact Sheet on SSI Work Incentive 1619 (a) and (b) provides comprehensive information about a work incentive that enables SSI recipients to earn more while maintaining SSI and Medicaid eligibility, pp. 4, 2003.

E-23    Important information for people with disabilities receiving public assistance... explains the consumer’s rights and responsibilities in working with RSC to fulfill his/her Ohio Works First work activity requirements, pp. 2, 2001.

G-1      A Day at the Zoo is a coloring book which promotes children’s awareness of disability - recommended for ages preschool through second grade, pp. 12, 2001.

Legislative

L-1       Sourcebook on the Americans with Disabilities Act is a user-friendly reference on the ADA. This is a compilation of articles from RSC’s publications that have been organized by subject and indexed to make it easier to find just what you need. The major focus is on Title I - Employment; however, it also contains information on Titles II and III - Government Services and Public Accommodations, pp. 94, 2001.

L-5       Ohio Legislative Directory lists members of the Ohio Legislature, state officials and U.S. congressional representatives, 4-fold pamphlet.

Rehabilitation

S-1       We help people become successfully employed outlines for the general public the structure and services of the Ohio Rehabilitation Services Commission, the state vocational rehabilitation agency, multi-page brochure, 2002.

S-2       Transition Guidelines and Best Practices describes services available through RSC and the Ohio Department of Education which help a student make the transition from school to work. It focuses on vocational rehabilitation services to youth with severe disabilities who are eligible for RSC services and are receiving assistance under the Individuals with Disabilities Education Act (IDEA) or Title II of the Americans with Disabilities Act (ADA). Brief examples explain how various agencies might coordinate their services with the school system to help the student achieve independence. An appendix includes samples of the forms (IWRP, IEP, ICP) used by RSC and Education to access these services, and a glossary defines frequently-used terms, pp. 60, 2002.

S-9       RSC Consumer Handbook guides a person with a disability who is eligible for services through the vocational rehabilitation process. It was developed by agency consumers to help other people entering the system understand the steps that will be taken to assist them in becoming employed. A glossary of terms is included, pp. 28, 2000. (general public - single copies only).

RSC Videos - Ordering Information

Because most people select videos by subject, this list classifies RSC videos into nine major subject categories. Many could fit into more than one category and where another emphasis is strong, they’re cross-referenced into a second category to aid in your selection. The basic category definitions are:

Access (AC)

Mostly refers to architectural accessibility, but may include some portions which deal with other interrelated aspects of access for people with disabilities, such as transportation or employment.

Attitudes (AT)

May deal with attitudes of the non-disabled public or groups of the public toward people with disabilities, or with the attitudes of people with disabilities toward themselves and/or their disabilities.

Biographical/Personal Experience (B)

May tell a person’s life story or relate personal experiences of one or more people featured in the video.

Employment (E)

Relates various positive aspects of the employment of people with disabilities.

Mental Health/Mental Retardation (M)

Includes mental health, mental retardation or behavioral videos.

Other (O)

A miscellaneous category for videos in which the major emphasis does not fit into any other category listed here. Videos concerning the Americans with Disabilities Act have been placed in this category.

Physical (P)

Includes videos about specific physical disabilities.

Technology (T)

Explains and explores various technological advances to aid people with disabilities.

Visual/Hearing (VH)

Includes videos dealing with vision, visual aids, visual impairment, blindness, and deafness or hearing impairment and communication.

Vocational Rehabilitation/Rehabilitation(VR)

Relates specifically to the vocational or other rehabilitation of people with disabilities.

All videos are cleared for public showing, but not for television use. There is no charge for use of the videos other than their return by insured First Class mail or UPS. Please do not duplicate any video - most are copyrighted and duplicating is illegal. All videos are 1/2” VHS.

Do not loan videos to anyone else. You are the person responsible for returning the videos to RSC on time.

Reservations

Videos are only available for loan to people/agencies within Ohio. Videos should be reserved by phone as far in advance of the use date as possible by phone. You may call the RSC Office of Public Information toll-free in Ohio 1-800-282-4536, ext. 1470 voice, or ext. 5031 TTY. In Franklin County, dial 438-1470 voice, or 785-5031 TTY.

Damage

If the video is damaged in any way, either when you receive it or while in your possession, please note the damage on the card enclosed in the mailing carton when you return it. This will allow us to know what needs to be repaired so that the next person to borrow the tape does not receive a damaged video.

Shipping

Videos will be sent to you via UPS, so the address to which they are to be sent should be one where there will be someone to receive them. Because of the demand for many of these videos, it is imperative that they be returned immediately following use. The address card on the mailing case can be flipped over to show the proper return address. You may use UPS or First Class U.S. mail for return shipping. Please insure the videos for $400.00 each because you are responsible for their safe return. If you are in Central Ohio and can pick up and return them, it will be appreciated.
